An Idea for a More Representative System of Local Government

We need a house-like body at the local levels. It would make the system more responsive to the needs of the people by greatly expanding representation. The city council members and the justices of the peace can each act as a senate. This will also serve to strengthen the system against corruption by getting more eyes into local government and by further dividing the levers of power.
